Charlene Douglass Memorial Award
Each year, the DOE Office of the Chief Information Officer (OCIO) accepts nominations to acknowledge an individual, federal employee or contractor, who has significantly contributed to information security activities within the DOE complex. 2004 marks the fourth year that the Charlene Douglass Memorial Award has recognized significant achievement within the DOE community. It began with a posthumous award to Charlene Douglass in 2000. The award has thus far been presented to Sandy Sparks (2001), Bill Hunteman (2002), and Kibbee Streetman (2003).
The 2004 Charlene Douglass Memorial Award was presented to two (2) individuals this year:
Dwayne Ramsey of the Lawrence Berkeley National Laboratory in recognition of his career efforts to strengthen cyber security throughout the National Laboratory community by fostering a sense of cooperation and collaboration, leading efforts to improve cyber security through the Department, and build a foundation of trust and cooperation within the DOE cyber security community.
Dwayne's leadership, expertise, and collaborative abilities have helped transition the relationship between the Department and the National Laboratories to a shared perspective on policy formulation and practice. He is a recognized leader at local, Departmental, and National levels in developing, implementing and monitoring cyber security policy. His efforts have led to increased synergy between DOE offices such as the CIO, the Office of Science and the Inspector General.
Diane F. Williams of the WSI-OR Team, NCI Information Systems has, for more than a decade, consistently provided exceptional service to the United States by ensuring that the Nations information is properly protected. Diane possesses exceptional job knowledge and spends time advising employees and consulting with and for experts locally and throughout the US in matters concerning Cyber Security and forensics.
Diane has managed to meet and exceed high-level goals during her tenure - one of which is ensuring that the Y-12 NSC Cyber Security Program achieved an Effective Performance rating from the OA Team. Her excellent technical knowledge and dedication to her job are instrumental in the success of the Y-12 NSC, DOE/NNSA Computer Security Program.
